Charge to committee:

The Accelerator Directorate (AD) at the SLAC National Accelerator Laboratory manages a strong R&D program in Accelerator Science and Technology. As part of this program, the FACET Division operates a number of facilities for experimental accelerator research including the Facility for Advanced Accelerator Experimental Tests (FACET), the NLC Test Accelerator (NLCTA), the Accelerator Structure Test Area (ASTA) and the beamline at the End Station Test Beam (ESTB).
The NLCTA and ASTA facilities largely support the in-house R&D programs although some external proposals can be considered. The FACET beamline supports an external user-driven program with priority given to wakefield-driven beam acceleration program. The ESTB facility, located in End Station A, is soliciting proposals for an external user-driven program.
Previous meetings of the SAREC review committee to review proposals were held in January 2011, January 2012, October 2012 and July 2013. SAREC recommendations were used to award beam time in the FACET User-Aided Commissioning period (2011) and the two runs.
The charge of the SAREC committee is to:
·         evaluate the merit of proposed R&D in SLAC’s experimental accelerator research facilities for advancing world-class accelerator science or accelerator technology
·         evaluate the feasibility of proposed R&D in SLAC’s accelerator research facilities
·         review the progress of existing R&D in SLAC’s accelerator research facilities
The committee will report to the Head of the SLAC FACET Division and is expected to meet approximately once per year. The committee will be supported with ad hoc consultants as necessary. The proposals will have been looked at by an internal committee to estimate issues associated with mounting the experiments and this information will be available to SAREC.

The specific charge for SAREC is to:

·         Evaluate the scientific merit and rate the technical risk of the NEW proposals for the SLAC Accelerator Test Facilities.
·         Determine whether the new proposals would be appropriate at this time or in the future.
·         Review existing R&D results at the SLAC Accelerator Test Facilities and which elements need further in-depth analysis (for example):
Is the science unique and is the progress compelling?
Is the program making effective use of facility and lab resources?
Could the program be enhanced by expanding the collaboration?
·         Comment on the synergy of the programs within and between the facilities. Are there opportunities SLAC should pursue? What would be needed to successfully realize these opportunities?
In addition the committee is requested to evaluate the SLAC Test Accelerator Facilities operational priorities and comment on any percieved weaknesses.
The proposals should be rated using the following rating scale:
·         Excellent
·         Very Good
·         Good
·         Fair
·         Not well suited
The rating should be based on:
·         the scientific merit of the proposal, assuming successful execution,
·         the technical risk associated with the detailed measurements and requested beam parameters,
·         the suitability of the experiment for the facility in terms of beam energy, bunch length, beam emittances, etc.
The reviewers should note if they feel that the experiment could be more reasonably performed at an alternate facility.
The proposals have been initially scanned by an internal committee looking to make sure the proposals are complete and self-consistent. In certain cases, supplemental information has been requested. If additional information is still needed for a full evaluation, the review committee should note this and may make a qualified rating or may skip the review if appropriate.
